Shark anglers still fish in traditional method

NAGERCOIL: Though modern shark hunting techniques provide an edge over the traditional method, shark catchers in Thoothoor and Chinnathurai regions of Kanyakumari, known the world over for their forte in deep-sea shark hunting, continue to use traditional methods (manual hooks and line) successfully.
Sharks may have brought new economic benefits and profits to thousands of anglers, who work along the lush stretch of coastline in these fishermen hamlets, but their problems remain unchanged. Gone are the days when the anglers approached the boat owners to get a job for deep sea fishing. Now, every angler here has a boat. So the owners now have to run from pillar to post to get the anglers for deep-sea fishing.
One phenomenon that has changed their marketing methods is the advent of the mobile phone
One fisherman from this region said that before he got his first cell phone a few a years ago, he used to arrive at port with a load of fish and hope for the best. The wholesaler on the dock knew that his catch would not last long in the scorching sun. So he was forced to take whatever price was offered. Now he calls several ports while he is still at sea to find the best price, playing the dealers against one another to drive up the price.
“They are forced to give us more money because there is stiff competition,” said Benitto, who estimated that his income had tripled to an average of Rs 5,000 a trip.
Addressing their plights, Human Rights activist Justine Antony of Chinnathurai said: “Shark anglers are constantly away from home. The duration per voyage is 25 to 30 days. This makes them sojourners and aliens in their homes,” he added.
There is no regular income for the family. The share from each voyage is generally settled at the time of going home from their fishing base, which often takes a few months. They have no practice of sending money by demands draft, money order or cheque for the daily requirements of the family. This lands the family often in debt.
The fishermen have to pay higher than the market price for diesel as they are not the natives of the place and find it difficult to get supplies. Workers prefer to go for fishing in the boats that have tape recorder, GPS, fish finder, etc. The boat owners, without these facilities find it difficult to get required crew.

நாகர்கோவில்: கடல் மீன்பிடிப்பு ஒழுங்குபடுத்துதல் மற்றும் மேலாண்மை சட்டத்தை மத்திய அரசு கைவிட வலியுறுத்தி குமரி மாவட்ட மீனவர்கள் பல ஆயிரம் பேர் நாகர்கோவிலில் ஆர்ப்பாட்டத்தில் ஈடுபட்டனர். இதனால் இரண்டு மணிநேரம் போக்குவரத்து ஸ்தம்பித்தது.
பார்லிமென்டில் நடைந்து வரும் குளிர்கால கூட்டத்தொடரில் கடல் மீன்பிடிப்பு ஒழுங்குபடுத்தல் மற்றும் மேலாண்மை சட்டம் 2009 என்ற சட்டத்தை இந்திய அரசு கொண்டு வர உள்ளது. இந்த சட்டம் தொடர்பாக இந்திய மக்களின் கருத்துக்களை தெரிவிக்க வேண்டும் என மத்திய அரசு அறிவித்துள்ளது. இதையடுத்து நாட்டில் உள்ள அனைத்து மாநிலங்களை சேர்ந்த மீனவர்கள் இச்சட்டத்தை அமல்படுத்தக்கூடாது என டில்லியில் ஆர்ப்பாட்டம் செய்தனர். அதைத்தொடர்ந்து பிரதமர் மன்மோகன்சிங், காங்., தலைவி சோனியாகாந்தி, மத்திய மீன்வளத்துறை அமைச்சர், தமிழக முதல்வர் என அனைவருக்கும் மனு கொடுக்கப்பட்டது. மீனவர்கள் இச்சட்டத்தை எதிர்க்கும் நிலையிலும் வரும் குளிர் கால கூட்ட தொடரில் பார்லி.,யில் இச்சட்டம் நிறைவேற்றப்பட இருப்பதாக தகவல் வெளியாகியுள்ளது.
இச்சட்டம் அமல்படுத்தப்பட்டால், இச்சட்டத்தின்படி 12 கடல் மைல் தூரத்திற்கு அப்பால் எந்த மீனவரும் மீன்பிடிக்க கூடாது. மீறினால் 3 ஆண்டு சிறை தண்டனையும், 9 லட்சம் அபராதமும் விதிக்கப்படும். மீன்பிடி தொழிற்கருவிகளை பதிவு செய்வதுடன், உரிமம் பெற்று மட்டுமே மீன்பிடிக்க வேண்டும். அனுமதிக்கப்பட் வகை மீன்களை மட்டுமே பிடிக்க வேண்டும். குறிப்பிட்ட காலத்தில் குறிப்பிட்ட கடல் பகுதியில் மட்டுமே மீன்பிடிக்க வேண்டும். உரிமத்தின்படி மீன்பிடிக்கிறார்களா என்பதை எப்போது வேண்டுமானாலும் அதிகாரிகள் சோதனை செய்யலாம். உரிமத்தை மீறுவதாக தெரிந்தால் அந்த மீன்பிடி தொழிற்கருவிகளை பறிமுதல் செய்யலாம், அதிலுள்ள மீனவர்களை கைது செய்யலாம். பறிமுதல் செய்யப்பட்ட மீன்பிடி கருவிகளின் மொத்த மதிப்பில் பாதியை கட்டினால் மட்டும் ஜாமீன் கிடைக்கும்.

இந்த சட்டம் நிறைவேற்றப்படுமானால் குமரி மாவட்ட மீனவர்கள் அதிகளவில் பாதிக்கப்படுவர். ஏனென்றால் கடலுக்குள் நீண்ட தூரத்தில் பல நாட்கள் தங்கி மீன்பிடிக்கும் தொழில் செய்யும் மீனவர்கள் குமரி மாவட்டத்தில் அதிகளவில் உள்ளனர். அதோடு கன்னியாகுமரி மாவட்ட கடல் பகுதியில் 15 நாட்டிக்கல் மைல் தூரத்திற்கு அப்பால் தான் மீன் பிடி தொழில் நடக்கிறது. 15 நாட்டிக்கல் மைலுக்கு கீழ் மீன்கள் வருவதில்லை. இதனால் இங்கு மீன்பிடி தொழிலுக்கான வாய்ப்பு இருக்காது. மேலும் இந்த சட்டத்தில் இந்திய கடல் எல்லைக்குள் வெளிநாடுகளை சேர்ந்த சர்வதேச மீன்பிடி கப்பல்கள் இங்கு வந்து மீன்பிடிப்பதற்குகான வாய்ப்பு உள்ளது. இந்த சட்டம் அமல்படுத்தப்பட்டால் இந்தியாவில் உள்ள 6 கோடி மீனவர்களின் வாழ்வாதாரம் பறிக்கப்படும் அபாயம் உள்ளது. எனவே இந்த சட்டத்தை அமல்படுத்தக்கூடாது என வலியுறுத்தி கன்னியாகுமரி மாவட்ட மீனவர்கள் வேலைக்கு விடுமுறை எடுத்து நேற்று நாகர்கோவில் மாவட்ட கலெக்டர் அலுவலகம் முன்பு ஆர்ப்பாட்டத்தில் ஈடுபட்டனர்.
ஆர்ப்பாட்டத்திற்கு கடலோர அமைதி மற்றும் வளர்ச்சி மைய இயக்குனர் சூசை ஆன்றணி தலைமை வகித்தார். கோட்டாறு மறைமாவட்ட குருகுல முதல்வர் மரியதாசன், பணிக்குழு ஒருங்கிணைப்பாளர் செர்வாசியூஸ், ஜாண்ஜோசப் எம்.எல்.ஏ. உட்பட பலர் பேசினர். போராட்டத்தில் கலந்துகொண்டவர்கள் தூண்டாதே தூண்டாதே பெரிய போராட்டங்களை துண்டாதே, மீனவர்கள் வயிற்றில் அடிக்கும் சட்டத்தை அமலாக்காதே போன்ற கோஷங்களை உரக்க எழுப்பினர். காலை 10 மணிக்கு துவங்கிய ஆர்ப்பாட்டம் 12 மணி வரை நடந்தது. பின்னர் முக்கிய நபர்கள் சிலர் மாவட்ட கலெக்டரை சந்தித்து மனு கொடுத்தனர். அப்போது, மாவட்ட கலெக்டர் நீங்கம் உங்கள் பிரச்னைக்காக இவ்வளவு பெரிய போராட்டம் நடத்தியிருக்க தேவையில்லை. உங்களுக்காக அனைத்து உதவிகளும் செய்ய மாவட்ட நிர்வாகம் தயாராக இருக்கிறது. உங்கள் பிரச்னைக்கு தீர்வு ஏற்படும் வகையில் அரசுக்கு பரிந்துரை அனுப்பப்படும் என உறுதி கூறியதால் போராட்டத்தில் கலந்துகொண்டவர்கள் அங்கிருந்து கலைந்து சென்றனர்.
பல ஆயிரம் மீனவர்கள் ஒரே நேரத்தில் நாகர்கோவிலில் குவிந்ததால் நாகர்கோவில் ஸ்தம்பித்தது. ஆர்ப்பாட்டத்தில் கலந்துகொண்ட சில பெண்கள் நீண்ட நேரம் நிற்க முடியாமல் மயக்க நிலைக்கு சென்றனர். அருகில் இருந்தவர்கள் அவர்களுக்கு தண்ணீர் கொடுத்தனர். கலெக்ரேட் ஜங்சனில் வாகனங்கள் செல்ல முடியாத நிலை ஏற்பட்டதால் போக்குவரத்து திருப்பி விடப்பட்டது. செட்டிகுளம் ஜங்சனில் இருந்து பொதுபணித்துறை ரோடு வழியாகவும், பார்வதிபுரத்தில் இருந்து எம்.எஸ். ரோடு வழியாகவும் வாகனங்கள் திருப்பி விடப்பட்டன. நகரில் சட்ட ஒழுங்கு பிரச்னை ஏற்படாமல் தடுக்கவும், போக்குவரத்து ஒழுங்குபடுத்துவும் பலத்த போலீஸ் பாதுகாப்பு போடப்பட்டிருந்தது.

Now, he wants to win in international pool

Nagercoil: The journey from Kanyakumari to Punjab is the longest one that V. Antony has ever made. A 20-year-old graduate in economics (studying in Chennai), Antony is a recipient of this year’s national-level Inter–University Swimming Championship (Runner up) held at Amritsar, Punjab.
Antony comes from a backward fishing village in Chinnathurai in Kanyakumari district. Leaving behind the sea and the catamarans Antony pursued a different path altogether.
Having completed his basic education in Pius XI Higher Secondary School at Thoothoor in Kanyakumari district, for Antony there was more to do than just pour over his books. He never expected that his swimming practice in the Arabian Sea near his house would help his dream come true.
The joy of his parents, Varghese and Chellamma, knew no bounds when they heard their son’s feat.A special relationship took root at this time. He got a lasting friendship with Justin Antony, a human resource specialist who provided the much needed moral support. His entry into the swimming association, of course, was instrumental in enlarging the scope of his dreams.
Regarding his future plans, he says: I am aiming to participate at the international level contests and win prizes for the country.
This youngster from the minority fisherman community looks for a chance and proper financial aid and training from the Government.

300 Catholic fish workers feared issing

NAGERCOIL, Tamil Nadu : In the ghastly impact of Cyclone Phyan, which crossed the Arabian Sea triggering ferocious waves and strong water currents, an estimated 300 fish workers of Kanyakumari district in Trivandrum Diocese are feared missing and 27 fishing vessels have reportedly lost in the cyclonic ferocity, November 13.
The fish workers belonging to the coastal parishes of Erayunamthurai, Poothurai, Thoothoor, Chinnathurai, Vallavillai and Marthandamthurai ventured into the Arabian Sea from different fishing harbours in Kerala, Karnataka, Goa, Gujarat and Maharastra.
Usually they stay 30-40 days in the sea for fishing operations. According to the fishing village sources, they set out to sea during the last week of October and were due for return by December first week. What has irked the fisher community is that the media report that many workers are missing and a host of vessels are caught in the cyclonic waves in the Arabian Sea, and that their whereabouts are unknown.
According to the parish sources, 11 vessels have been smashed and no information is available on the workers in the vessels. The fate of 28 vessels is not known — 10 from Chinnathurai parish, eight from Thoothoor, five from Poothurai, three from Vallavillai and two from Marthandamthurai.
Jose, who was caught in the jaws of death in the cyclone and had a narrow escape, said that he was fishing with 10 others at 75 nautical miles from the seashore in Karnataka state.
Suddenly, his vessel turned topsy-turvy in the strong winds and all the occupants of the vessel clung to some broken parts of the damaged craft for survival.
He said his team was saved by another vessel and they landed at Karwar in Karnataka.
The parish priests of the fishing villages have urged the district administration and fisheries department to launch search operations on war footing to trace the missing persons and vessels.
Some of the vessels had capsized in mid-sea and fish workers in other vessels had saved them, in Goa, Karwar in Karnataka and Ratnagiri in Maharashtra state. The district administration of Kanyakumari has set up a control room at the collectorate with a toll-free number. District collector Rajendra Ratnoo said the Indian Coast Guard and the Maritime Rescue Coordination Centre have launched search operations with speed boats and helicopters.
The district collector of Kanyakumari, superintendent of police, officials of the fisheries department and revenue officials are camping in the coastal villages.
Families of the missing workers are offering prayers for the safe return of the missing persons.

Fishing boats sunk in mid-sea: more than 800 fishermen missing in Arabian Sea
Cyclone Phyan washed away many fishermen’s life and boats, who were fishing in Arabian Sea on 11th of November, 2009. The depression in the Arabian Sea gave way to a low pressure zone, causing heavy rain, accompanied by gusty winds, between 4.30 a.m. and 2.30 p.m. It is feared that about 80 fishermen might have died and approximately 800 goes missing along the in the Arabian Sea.
The reports we got so for is telling that 12 boats in our region got sunk. It is believed that the boats of Mr. Judes and Mr. Dennis of Chinnathurai and also 4 other got sunk in the mid sea and no human loss as per the latest report we got. Reports also said that 6 other boats from Thoothoor and Eraviputhenthurai, the neighbouring villages of Chinnathurai, and Marthandanthurai also sunk in mid sea. So for there is no confirmation about any human loss, but it is feared that a minimum of 5 people would have died.
This is really a nightmare for the fishermen. The real problem is that some fishermen go for fishing in mechanized boats stay for a long duration say for 20 to even 40 days. The Indian Government is earning approximately 5 % earnings from the export of sea food. To protect the fishermen, the government has to strengthen the alert systems. The fishermen have to get the calamity alerts early, so that they can return to the shore as early as possible. The government also has to educate them about how they can protect themselves by initiating educational programmes.

According to the latest report that we got, there were 4 boats from Chinnathurai and two from Thoothoor sunk in the mid sea. There is no human loss in Chinnathurai, but from Thoothoor about 7 people are still missing. Many people were rescued by the near by boats and Coast Guard helicopters. The four owners of the boats from Chinnathurai were Mr. Dennis S/o Arokiadas, Mr. Tahadeuse ( Mechanic), Mr. Judes S/o Carlose and the sons of Mr. William.
We will update again on this as we get the reports as early.

CHINNATHURAI BRIDGE DEMOLISHED TO CONSTRUCT A NEW WIDER ONE
The bridge across AVM Canal which connects Chinnathurai South and Chinnathurai North has been demolished 5th July, 2009 for constructing a new wider bridge. This bridge is about 50 years old and can allow one vehicle at a time. The new bridge will be constructed will have the capacity to allow two vehicles at a time. The time limit set to construct the new bridge has estimated to be the nine months to one year.
This bridge has played an important role in the day to day life of the people in this region. This is the only bridge that connects the near by villages namely Thoothoor, Poothurai, Erauaymanthurai and Eraviputhenthurai by road transport. Right now people from all these villages mentioned above are experiencing difficulties because there is no proper transport available.
Let us hope that the Government will finish the bridge in time. So that our difficulties can get over soon.

இது தொடர்பாக அதன் இயக்குநர் ப. ஜஸ்டின் ஆன்டனி மத்திய விவசாயத் துறை அமைச்சருக்கு அனுப்பிய மனு: வெளிநாட்டுக் கப்பல்களுக்கு இந்திய கடலுக்குள் மீன்பிடிக்க அனுமதிக்கும் சமீபத்திய கடல் மீன்பிடிப்பு மசோதாவால் மீனவர்கள் துயரத்தில் ஆழ்ந்துள்ளனர்.
இம் மசோதா மூலம் இந்திய மீனவர்களின் வாழ்வாதாரமாகிய மீன்வளம் சூறையாடப்படும் என்பதில் சந்தேகமில்லை. இம் மசோதாவுக்கு ஒப்புதல் அளிக்கப்பட்டால் இந்திய கடல் வெளிநாட்டுக் கப்பல்களின் சங்கமம் ஆகிவிடும்.மீன்வளம் வெளிநாட்டு பெரிய கப்பல்களால் அழிக்கப்படும்போது இந்திய மீனவர்களின் வாழ்வு பெரிதாக பாதிக்கப்படும்.
எனவே, இந்திய கடலுக்குள் வெளிநாட்டுக் கப்பல்கள் மீன்பிடிப்பதைத் தடை செய்ய வேண்டும். இது தொடர்பாக மீனவர்களின் பிரதிநிதிகளையும், மனித உரிமை ஆர்வலர்களையும்,மாநில அரசின் பிரதிநிதிகளையும் மத்திய அரசு அழைத்துப் பேச வேண்டும். மீனவர்களின் கருத்துகளுக்கு மத்திய அரசு மதிப்பளிக்க வேண்டும்.
இம் மசோதாவின் 28 (2) கூற்றுப்படி மத்திய அரசு தேவையான மாற்றங்களைக் கொண்டு வரலாம்.இம் மாற்றமானது மீனவர்களின் வாழ்க்கையை முற்போக்காக மாற்ற வேண்டும்.இந்த மசோதாவை திரும்பப் பெற வேண்டும்.
மேலும் மீனவர்களுக்கு ஆழ்கடல் மீன்பிடிப்பின்போது பயன்படுத்தப்படும் எண்ணெயை மிகக் குறைந்த விலைக்கு வழங்க வேண்டும் என்றார் அவர்.
